A former friend recently recommended this 1980 movie with Walter Mathau.
In the genre of SMOKEY AND THE BANDIT, this movie's main focus is to create the image that civil servants in positions of authority are bumbling idiots. In this case the idiot is a high level supervisor in the CIA that fires Walter Martha for a minor infraction. Relegated to a desk job Mathau writes a memoir that attempts to expose all of the agencies wrongdoings. This happens to be a serious Federal Offense if the material is classified. The movie make a big joke out of the supervisors stupidity and fully supports Mathau breaking the law. Adolescent humor at best.
It turns out that irresponsible people worked for the CIA from it's beginnings in 1947 and these people were given billions of dollars without adequate executive or congressional oversight.
